Steve Greenwood, Deputy Director of Oregon Programs

Steve Greenwood currently serves as the Deputy Director for Oregon Programs for the National Policy Consensus Center. He has over 25 years of experience working in environmental and public policy in Oregon including seven years as Regional Administrator for Oregon Department of Environmental Quality. He holds a Masters degree in Public Administration from Harvard University, received a 1991 Fulbright fellowship to assist the government of Portugal on environmental policy, and is the former Board President of the Oregon Environmental Council.

Dick Townsend, Oregon Solutions Program Director

Dick has a sound background in local government collaboration. He retired from the League of Oregon Cities after serving as Executive Director for 17 years. Prior to his work at the League, Dick was the city manager of Tillamook, Oregon and before that, the first city administrator for Lowell, Oregon. He is a graduate of Oregon State and of the University of Oregon. Since retirement in 2002, he has actively participated in capacity building programs in Indonesia and The Philippines for the International City Management Association. In Oregon, he also has provided a variety of consultant services to numerous local governments. Dick currently serves as the Willamette Valley area “Range Rider” for the Oregon City/County Managers’ Association. As a staff consultant for Oregon Solutions, Dick has served as project manager for the North Bend Airport Terminal project, the Milwaukie River Front Project, Tillamook Flood Mitigation project, and the Milton-Freewater Levee project. Dick and his wife Barb live in Salem where his latest home project is building a wine cellar.

Scott Aycock, Project Manager

Scott Aycock brings 18 years of experience working on community sustainability issues in North Carolina, British Columbia, and Oregon. Scott has developed natural resource, community development, renewable energy, and transportation and land use programs, plans, and policies in a variety of public agency settings - for the NC Governor's Office; the City of Richmond, BC; Deschutes County, OR; and a regional Council of Governments. Scott has an M.A. in Community and Regional Planning from the University of British Columbia and a B.A. in Public Policy Analysis from the University of North Carolina-Chapel Hill. On the weekends, Scott is an "eclectic music" DJ for a small community radio station in Bend, OR. He's the proud Papa of two boys - Tenzin and Rio.

Steve Bryant, Program Manager for Economic and Community Development

Steve Bryant manages economic and community development projects. He also is the Senior Advisor for Oregon to the International City/County Management Association. Previously he served as the Interim Legislative Director and Interim Executive Director of the League of Oregon Cities. He worked 31 years for the City of Albany as Planning Director and then City Manager. Under his watch, Albany established three National Register historic districts, built two fire stations, an award-winning City Hall building, a multi-modal transportation center, and greatly expanded its parks system. He also led efforts to develop multi-sector partnerships resulting in a new county Fair and Expo Center, a "state of the art" multi-jurisdiction water treatment plant, and the alleviation of a large health hazard area through the construction of an area-wide sanitary sewer system. Bryant also led establishment of a downtown urban renewal district and Willamette River waterfront revitalization plan. Steve has been awarded the Herman Kehrli Award for Distinguished Service to Oregon Cities and a Distinguished Alumni Award by his alma mater, the University of Oregon. He is currently President of the McDowell/Catt Foundation which provides support to OHSU, Portland Shriner's Hospital for Children, University of Oregon student loan fund, Albany Boys and Girls Club, and the United Christian Missionary Society.

Pete Dalke, Program Manager for Natural Resources

Pete has been active in the development and management of Oregon Solutions since 2003. He started with the Oregon Department of Environmental Quality in 1988, serving in various management positions. Since 1994, his efforts have focused on developing and implementing multi-agency collaborative solutions for local public health and environmental issues. During this time his work included Environmental Partnerships for Oregon Communities projects across the State, serving as a Natural Resource Advisor in Governor John Kitzhaber’s Community Solutions Office and participating with numerous panels and workshops dealing with local government environmental issues. Pete has received the Federal government “Hammer” award for innovation, the Oregon Governor’s “Investing in People” award, and was selected by the Oregon Association of Water Utilities as a “Friend of Rural Water” for his work with small communities.  Pete holds undergraduate degrees in Environmental Sciences and Economics from the University of Virginia, and an MBA from the Pennsylvania State University.

Stephanie Hallock, Project Manager

Stephanie Hallock is the former Director of the Oregon Department of Environmental Quality and holds a Masters in Public Administration from Portland State University. Stephanie has been with the National Policy Consensus Center (NPCC) and Oregon Solutions since January 2008. The focus of her work is on urban/rural connections, and she has been an Oregon Solutions project manager for the Columbia Gorge Discovery Center, Portland Community Gardens, and the Vernonia Natural Resource Center. In addition, Stephanie has provided assistance to the Lower John Day Working Group, and collaborated with colleagues in the Oregon University System to help build connections between urban and rural communities and to increase rural access to post-secondary education.

Alissa Keny-Guyer, Project Manager

Alissa Keny-Guyer has decades of experience working for nonprofit organizations, particularly around early childhood and youth development, poverty and cross-cultural issues. In addition to having run cross cultural exchange (Volunteers in Asia) and mentoring outreach programs (Saturday Academy), she has served as the staff director, board member and consultant to many foundations, including the Hanna Andersson Children's Foundation, Nike Foundation, Northwest Health Foundation, Penney Family Fund, and Grantmakers of Oregon and SW Washington. She recently completed six years of service as a Commissioner with the Multnomah County Commission on Children, Families and Community, and now serves on the Portland Children's Levy Allocation Committee. In addition to raising three teenagers with her husband, Neal, Alissa volunteers for Mercy Corps and Portland Public Schools. She has a BA from Stanford, an MPH from the University of Hawaii, and a Certificate Degree from the East West Center.

Kim Travis, Project Manager

Kim Travis started working at the National Policy Consensus Center in
2002 with the Lower Columbia Solutions Group. Over the last eight years, Kim has gained experience in many collaborative governance projects with Oregon Solutions.  Project highlights include Humboldt School and Portland Community Gardens. Kim has a Masters of Public Administration from Portland State University and recently served on the Board of Directors for Bradley Angle.  Kim enjoys spending time with her husband Brad, beautiful newborn Alayna, and two dogs.

Lauren Beeney, Program Coordinator

Lauren Beeney graduated from PSU in 2009 with an MA in Conflict Resolution.  She started working with Oregon Solutions as an intern in 2008 on the Lower Columbia Solutions Group as a project coordinator and also participated as a research assistant on a number of other projects and assessments from 2008-2009.  Lauren has been a volunteer mediator at Clackamas County Dispute Resolution Center and holds a BA from the University of Colorado in Communication.

Therese Hampton, Associate

Therese Hampton is principal of H&H Solutions, a consulting firm specializing in facilitation of complex public policy issues. Therese has provided facilitation services to public, private and not for profit organizations. She has worked for Oregon Solutions on wave energy and other renewable energy projects. In addition, she serves as the facilitator for the Reedsport Wave Energy Project settlement process. Prior to consulting, Therese spent 13 years in the utility industry, negotiating and facilitating complex policy issues. Therese served as Vice President of Environment, Fish and Wildlife at Bonneville Power Administration and as Managing Director for Hydro Regulatory Compliance at PacifiCorp.
