Large-scale management and maintenance is needed on the public lands within Wallowa County. The condition of these lands affects the environment, economy and public safety of rural communities in Wallowa County. Federal budgets and staffing to address these needs have declined for the past 15 years, and are projected to continue to decline over next 3-5 years.
The Hands on Lands Program requires a strong cooperation among federal, state, county and local groups to develop and implement a stewardship work program that provides jobs and job training to local residents while working on federal lands.
"Maintaining public lands, building healthy watersheds, reducing hazardous fuels in the forest, creating jobs and training a workforce are all very critical issues for many communities. By engaging state agencies, the local jurisdictions, non-profits and businesses, the outcome will be sustainable for the community and also has the potential to serve as a model for other communities in this state and for other parts of the country." —Governor Kulongoski in his Oregon Solutions project designation letter
