This Lower Columbia Solutions Group project team will explore the use of lower Columbia River maintenance dredge material for near shore ocean disposal. The goals of the project are to identify and describe planning and regulatory processes including a "regulatory roadmap" that must be followed to establish near shore disposal; and to outline the parameters for experimental testing of various methods of near shore disposal and developing a Declaration of Cooperation for team action.

Rice Island is the largest in-water dredge disposal site in the Lower Columbia, and it is quickly approaching capacity. A diverse group of stakeholders are collaborating to prepare Rice Island for the marketing of its sand to commercial markets while continuing to use Rice Island as a dredge disposal site. The process has resulted in the establishment of a Rice Island Management Team, and an Intergovernmental Agreement between the Ports of Astoria and Portland to take the lead in marketing the sand and obtaining the necessary permits.
The ultimate goal of this project is to minimize the footprint of dredge disposal sites in the Lower Columbia and to protect habitat for fish and birds. They are working closely with the Division of State Lands and the Lower Columbia Solutions Group, a diverse group of local, state and federal stakeholders interested in dredge material disposal activities in the Lower Columbia River area.

Bradwood is an upland dredge disposal site on private property about 10 miles east of Astoria. An Oregon Solutions team worked with the property owner, government agencies, and other stakeholders to reach an agreement on marketing and transporting of existing dredge materials from the site and future use of the site as a depot for marketing of dredged sands, once market conditions are more favorable. They worked closely with the Lower Columbia Solutions Group, a diverse group of local, state and federal stakeholders interested in dredge material disposal activities in the Lower Columbia River area.

This project is part of a larger effort of the Lower Columbia Solutions Group to explore sustainable uses of dredge material from the Lower Columbia River. The objective of this project is to transport sand from the Lower Columbia either on barge or rail to Ross Island as part of the reclamation plan. Some initial team members include: Ross Island Sand and Gravel, the Division of State Lands and the Department of Environmental Quality.
